Three Cents Capital Improvement
Introduction
The Capital Improvement Local Option Fuel Gas Tax, authorized by Section 336.025 (1) (B), Florida Statutes became effective January 1, 1994. It was reduced from five cents to three cents on September 1, 1996. In accordance with state statute, proceeds of this tax have been programmed for transportation expenditures needed to meet the requirements of the capital improvement element of the adopted comprehensive plan.
FY 2016-17 Projected Municipal Distribution
The actual distribution to the municipalities for FY 2016-17 will be based on a weighted formula which accounts for percentage of population (statistics from the Bureau of Economic and Business Research, at the University of Florida) and the centerline mileage of municipal roadway for each incorporated area (from the “2015 City/County Mileage Report” – Florida Department of Transportation prepared in the Spring of 2015) with data reported as of September 30, 2015. The figures contained herein were calculated using these same reports. This estimate for FY 2016-17 will be sent to the municipalities at the time the County files its official estimate with the Florida Department of Revenue in April 2016.
In FY 2016-17, the estimated net revenue for the Capital Improvement Local Option Gas Tax projected as of March 21, 2016 is $26.811 million at 95 percent with $6.971 million to be distributed to the municipalities and $19.840 million to be distributed to the County (26 percent to the municipalities and 74 percent to the County according to the current interlocal agreements). The State of Florida is allowed to impose a 7.3 percent administrative fee. The FY 2016-17 estimate reflects a minor increase from the current year in fuel tax revenues.

County Local Option Fuel Tax Transportation Projects
The County reviews the Capital Improvement Local Option Fuel Tax distribution for the Department of Transportation and Public Works on an annual basis for the most effective use of this limited funding subject to legislative actions taken by the Board of County Commissioners and state statute ($19.090 million).
